Résumé

This Decree regulates the issues of determining the payment for environmental pollution and waste disposal and mandatory compliance with its requirements applicable to enterprises, institutions, organizations, regardless of ownership, as well as citizens, performing any type of activities on the territory of the Republic of Tajikistan related to the use of natural resources, and provides for the collection of fees for the following types of hazardous environmental impact: (a) emissions of pollutants into the atmosphere from stationary and mobile sources; (b) discharge of pollutants into surface and underground waterbodies; and (c) waste disposal. Basic standards are established for payment for emissions, pollutant discharges, and waste disposal within the established limits for each pollutant, taking into account the degree of hazard to the environment and public health. Coefficients to basic payment standards are established for districts, cities and river basins, taking into account environmental factors, natural and climatic features of the territory, and the importance of natural and socio-cultural facilities. Differentiated payment rates are determined by multiplying the basic payment standards by coefficients that take into account environmental factors.
