Decree No. 568 of the Cabinet of Ministers validating the Regulation on the procedure for the procurement of renewable energy sources installations by the population, manufactured by domestic producers, with the refund of a part of the cost of their purchase or on the installment plan.

Résumé

The Cabinet of Ministers, in order to support the widespread use of renewable energy sources, decrees to allocate to natural persons from the funds of the off-budget Inter-Network Energy Saving Fund subordinated to the Ministry of Energy, credits for the partial compensation of the purchase costs of solar and wind power plants and solar water heating devices manufactured on the national territory to be paid in installments without interest over a period of 3 years, to consumers who have purchased and installed renewable energy devices directly from local manufacturing enterprises, enterprises providing delivery, installation and commissioning services, local retail facilities, with the option to pay in installments or from the final retail price deduction of the amount of compensation. Before purchasing the device by the applicant, the commercial bank shall evaluate the scoring of the applicant, the co-payer and the guarantor based on the requirements of the first paragraph of this paragraph and, based on the results of the scoring, provide information to the manufacturer on the installation or refusal to install the device on the condition of payment in installments. In the following cases, the application of the applicant will be automatically rejected by the authorized body based on the scoring evaluation data: (a) when the applicant's application is under review by the authorized body; (b) when an application is submitted on behalf of a citizen who is under 18 years old or over 60 years old (women 55 years old); (c) if the applicant has 30 days past due debt on bank loans; (d) when having a negative credit history; and (e) when the applicant owes tax authorities, compulsory enforcement bureau authorities and other fees.
