It regulates the procedure for the control of incoming vessels for their compliance with sanitary-hygiene requirements in effect in Georgia. It further provides for the consequences if the crew of the ship refuses to be subject to such state inspection. The Decree also provides rules for communication between ship crews and the harbor administration, movement of the crew and passengers from the vessel to Georgia and vice versa; and other measures the state agencies undertake for safety and environmental protection (28 sections).
