The Cabinet of Ministers decrees to validate the Regulation on State Forestry Committee (Annex 1); Model Regulation on regional bodies of the State Forestry Committee (Annex 2); Regulation on Management body of state reserves, national parks and hunting grounds (Annex 3); the structure of Forestry scientific research institution (Annex 4); Regulation on Forestry scientific research institution (Annex 5); and Regulation on the Special Forestry Fund (Annex 6). Regulation on State Forestry Committee defines its status, main tasks and functions, rights and liability, and organization of its activities. The Committee is a body of state administration implementing a unified state policy in the sphere of afforestation, reforestation, restoration, conservation and protection of forests, their rational use, forestry management, organization and operation of nature reserves, national natural parks and other protected natural territories system posted under the jurisdiction of the Committee. The main tasks of the Committee shall be as follows: (a) implementation of a unified state policy in the sphere of forestry aimed at the comprehensive expansion and rational use of forest resources; (b) development of proposals for the improvement of forest legislation and effective monitoring of its compliance; (c) organization of effective management of the forest fund and protected natural territories, planting, reforestation, conservation and protection of afforested areas, rational and careful use of forests; (d) development and implementation of measures to prevent desertification, reforestation and protective afforestation on the national territory, organization of planting of erosion control plantations on mountain slopes, in ravines and on abandoned lands; (e) registration and study of the forest fund, fauna and flora, the introduction of scientific achievements and best practices in forest management; (f) protection of forests from fires, pests and diseases, illegal felling and other violations of forest legislation; (g) organization of development and implementation of a unified system of certification and standardization of planting stock of ornamental plants; (h) expansion and development of associated economic activities in forestry, the implementation of measures for the production of seedlings, the collection of medicinal herbs, the organization of production and deep processing of agricultural products, beekeeping products, fish farming, animal husbandry, production of consumer goods; (i) attraction of grants and contributions of international financial institutions, wide development of ecological tourism; and (j) organization of training, retraining and advanced training of specialists with higher and secondary special education in the field of forestry. The Special Forestry Fund shall not be legal entity and is constituted for the following purposes: (a) protection, reproduction of flora and fauna on the lands of the forest fund; (b) the development of forestry, the strengthening of the material and technical base of forestry; and (c) financing of the maintenance of operation, rental of premises and remuneration of staff of the State Forestry Committee.
