Résumé

This Regulation supervises over safe use of nuclear energy for peaceful purposes by the state purposes, attributes special powers for ensuring security in the process of use of nuclear energy to authorized state bodies in the field of peaceful uses of nuclear energy, determining the procedure for control and inspection. State control and inspection in the field of the use of nuclear energy shall be performed by legal entities for compliance with acting legislation with a view of prevention, identification and elimination of violations of the requirements related to safe use of nuclear energy. State control and inspection shall be performed in accordance with the scheme contained in the Annex. State control and inspection shall be conducted in accordance with the following procedure: (a) compliance with mandatory requirements related to licensing terms and conditions; (b) organization of inspections in accordance with the procedure set forth by acting legislation; (c) application of measures for elimination of violations of mandatory requirements related to permit and licensing terms and conditions; (d) systematic monitoring of compliance with mandatory requirements; and (e) analysis and forecasting of the status of compliance with mandatory requirements in the field of use of nuclear energy.
