This Regulation applies to the design, construction and acceptance of installations for the use of thermal energy by consumers, the delineation of installations of thermal energy units, the delineation of installations for the use of the thermal energy by consumers from the heat network of a heat power unit, connection, conclusion of a contract, accounting and billing of heat energy consumption, disconnection of facilities for the use of thermal energy by consumers, limitation and interruption in the supply of thermal energy, consideration of consumer complaints and resolution of disagreements between thermal power units, as well as between heat and power units and consumers.
