This Decree enters into force after its official publication.
Résumé

This Model Regulation defines the procedure for the establishment and activities of commission for anti-corruption enforcement in the national bodies of state administration and other state organizations subordinate to the Government of the Republic of Belarus, provinces, Minsk city, town, district executive committees, local administrations of districts in cities, state unitary enterprises and economic companies with 50 percent or more of the state share in the authorized capital, which are management companies of holdings. This Model Regulation does not apply to state agencies that have, in accordance with legislative acts, created special anti-corruption units or that have internal security units within their central apparatuses. The main tasks of the Commission shall be as follows: (a) accumulation of information on violations of anti-corruption legislation committed by employees of a state body (organization), as well as subordinate (structure, organization chart) organizations, including non-state form of ownership; (b) generalization and analysis of information received, including from the state bodies engaged in combating corruption, on violations of anti-corruption legislation by employees of a state body (organization), subordinate organizations; (c) timely identification of corruption risks and measures to neutralize them; (d) development and organization of measures to combat corruption in the state body (organization), subordinate organizations, analysis of the effectiveness of the measures taken; (e) coordination of activities of structural subdivisions of the state body (organization), subordinate organizations on implementation of anti-corruption measures; (f) interaction with state bodies engaged in combating corruption, public associations and other organizations on anti-corruption issues; (g) consideration of issues of prevention and settlement of conflicts of interest, as well as making appropriate proposals to the head of the state body (organization); and (h) consideration of issues of compliance with the rules of ethics of a public servant (corporate ethics).
