This Decree enters into force on 24 March 2005.
Résumé

The aim of this Decree is guarantee the public safety. This Decree is composed of 10 articles and 3 Annexes. Article 1 deals with terms and definitions. Article 2 defines requirements and conditions necessary for public safety in construction areas. Article 3 adopts the technical requirements mentioned in article 1 related to the guarantee of public safety in constructions and installations as well as the Horizontal Acceleration Coefficient against earthquakes. Article 4 deals with the following matters, on which this Decree shall be applied: (a) new constructions and installations; and (b) buildings and installations already constructed or in phase of construction. Article 5 refers to the verification of public safety requirements. Article 6 pertains to liability and insurance. All Annexes are to be considered as an integral part of this Decree (art. 7). Annex I contains 3 Chapters dealing with the mechanisms of technical revision. The technical revision phases are the following: (a) general technical requirements applied to the obligatory technical verification; (b) principal duties for the technical verification; and (c) optional secondary duties for the technical verification such as function for installations, noise isolation, architectural barriers, technical management of buildings and the protection of the environment. Annex 2 contains 3 Chapters dealing with: (a) hiring of technical revisers and definition of their duties; (b) classification categories of technical revisers; and (c) rules and morals of the technical reviser profession. Annex 4 contains 4 Chapters dealing with particular rules related to public safety in all kinds of elevators.
