Drafts of environmental standards shall be used for environmental audit and environmental impact assessment. Drafting of environmental standards shall be composed of two stages: (a) registration of sources of emissions, pollutants, waste formation and waste disposal; and (b) rate setting for emissions, discharge of pollutants, waste formation and waste disposal.
