This Decree enters into force on the day of its publication.
Résumé

This Decree regulates the Food Acquisition Programme, created by Provisional Measure No. 1.166 of 22 March 2023, and provides for the PAA Management Group and the Advisory Committee of the PAA Management Group. The PAA can be carried out according to the conditions and rules established by its Management Group, as follows: Purchase with Simultaneous Donation - purchase of foodstuff or propagating materials with simultaneous donation to the receiving units or directly to the consumer beneficiaries; PAA-Milk - purchase of milk that, after processing, is donated to receiving units or directly to beneficiaries; Direct Purchase - purchase of foodstuff with the aim of sustaining prices, forming regulatory or strategic stocks or allowing intervention in emergency situations or public calamities; Support for the Formation of Stocks - financial support for the constitution of food stocks by supplying organizations, for later commercialization and return of financial resources to the Government or payment through the delivery of products for the development of food and nutritional security actions; and Institutional Purchase - purchase of products from family farming to meet demands for foodstuffs or propagation materials, by the purchasing agency, for donation to consumer beneficiaries served by the purchasing agency. Of the total resources allocated, during the fiscal year, to the acquisition of foodstuff by entities of the federal public administration, at least 30% will be allocated to the acquisition of products from family farmers falling within the provisions of Law No. 11.362 of 19 October 2006.
