Regulation on the Ministry of Energy defines the main tasks, functions, rights, responsibility, organization and accounting procedures of the Ministry, as well as functional duties and responsibilities of its managers. The Ministry is a public administration body in the field of energy. The main tasks of the Ministry shall be set forth as follows: (a) development and implementation of unified state policy in fuel and energy industry, aimed at ensuring security of the Republic of Uzbekistan, sustainable supply of economic sectors and the country's population with fuel and energy resources, large-scale promotion and development of renewable energy sources; (b) state regulation of generation, transmission, distribution and consumption of electricity, heat energy and coal, as well as extraction, processing, transportation, distribution, trade and use of oil, gas and petroleum products; (c) implementation of unified regulatory and technical regulation of the energy sector in the country; (d) creation and development of a balanced system of strategic planning and development of the fuel and energy complex, increase and diversification of energy resources, development of interconnected short-, medium- and long-term forecasts of production, delivery and consumption of all types of energy resources, as well as target programs of complex development of the energy industry; (e) increase of the investment attractiveness of the fuel and energy sector through the development of public-private partnerships, improvement of tariff policy that stimulates the formation of a favorable competitive and the business environment in the energy market; (f) coordination of the implementation of investment projects in the fuel and energy sector, active involvement of private capital in the processes of production of energy resources, establishment of cooperation with international financial institutions, donor countries, companies, banks and other structures; (g) promotion of the introduction of modern methods of corporate governance in energy sector, advanced information and communication technologies and automated management, accounting and control systems, improving management efficiency and reducing production costs, transparency of financial and economic activities of energy sector organizations; (h) increase of energy efficiency and energy saving thro introduction of innovation technologies; and (i) development of the use of nuclear energy by construction of nuclear power plants.
