Résumé: This Decree, consisting of 8 articles and two Tables, approves the agreement of the Licence "Sucesso' Block 4B, between the National Oil Research and Exploitation Agency and the foreign Commercial Society General Petroleum Africa - PETROGUIN, Ltd. It regulates concession to PETROGUIN for exploitation, research, processing and trade of oil. Tables list the geographical coordinates Turning Point for this Block 4B.
