Résumé This Decree-Law, consisting of 15 articles divided into three Chapters, creates the National Maritime Authority (AMN). It establishes composition, structure, organization, functioning and competencies of the National Maritime Authority (AMN), as well as its agencies and related services. AMN is an entity responsible for coordinating the national activities to be carried out by the Coast Guard and the Port Authority within the jurisdiction and within the framework of the tasks defined in the Maritime Authority System, in compliance with the guidelines defined by the Minister of Defense. AMN comprises the following bodies and services: a) Advisory Council (CCAMN); and b) The Coast Guard. The CCAMN is the consultative body of AMN on matters related to its attributions. The CCAMN is responsible to: a) pronounce on matters that affect the maritime authority and, when requested, on the framework and scope of intervention of the regional organs of the Port Authority; b) carry out the analysis of technical issues, at the request of the AMN; c) make recommendations in the exercise of the maritime authority; d) establish, within AMN, parameters of articulation between its organs and services. The Port Captain is responsible to: a) coordinate the integrated central and regional services in the Port Authority, in accordance with AMN directives; b) represent the Port Authority, for all legal purposes; c) preside over the CCAMN; d) promote and guide the preparation of the budget proposal and the financial plans of the Port Authority in accordance with the norms and procedures in force.
