This Decree-Law enters into force on the day after its publication.
Résumé

This Decree-Law approves the Ministry of Planning and Strategic Investment (MPIE). MPIE is the government department responsible for designing, coordinating and evaluating the policy, defined and approved by the Council of Ministers, for the areas of promoting the country's economic and social development, through strategic and integrated planning and rationalization of available financial resources. MPIE assumes specific responsibilities for the implementation of the Strategic Development Plan, especially with regard to: Infrastructure and Urban and Territorial Planning. In particular, MPIE has, in particular, the following responsibilities: a) Evaluate development capital projects, based on the feasibility of the projects and their respective cost-benefit; b) Supervise and certify the implementation of projects, contributing to the rationalization of available financial resources and to economic development; c) Plan and control the costs and quality of development projects; d) Promote transparency and quality; e) Develop studies and technical analyses to evaluate the impact and economic viability of development projects; f) Analyze and select proposals for National investments; g) Study, plan and propose sectoral development policies and the national territorial planning; j) Develop the legal and regulatory framework for activities related to renewable energy resources, etc.
