This Decision enters into force on 1 July 2017.
Résumé

This Decision specifies that pest shall be intended any species, variety or biotype of plants, animals or pathogenic agents harmful to plants or plant products. Regulated species for quarantine purposes shall be subject to quarantine phytosanitary inspections. Quarantine phytosanitary inspections shall be performed by the authorized body on plant quarantine of a member state of the Eurasian Economic Union for the following purposes: (a) early detection of quarantine objects; (b) establishment (specification) of areas of hotbed of quarantine objects; and (c) updating of the unified list of quarantine objects of the Eurasian Economic Union and unified phytosanitary requirements applicable to regulated produce and species regulated for quarantine purposes on customs territory of the Eurasian Economic Union. Quarantine phytosanitary inspections shall be performed according to the plan approved by the authorized body. Planning of measures for the performance of quarantine phytosanitary inspections of regulated species for the purpose of quarantine shall be determined by: (a) administrative-territorial division of member state; (b) biology of quarantine object and (or) pest; (c) distribution of host plants (cultivated and wild-growing), infected by quarantine species; (d) possible ways of penetration and spreading of quarantine species; (e) places of storage, manufacturing, processing, trade and utilization of produces subject to quarantine regulation; (f) places of concentration of harvested crops; and (g) used cultivars of cultivated plants.
