This Decision enters into force 10 days after its publication in the Official Gazette of Romania.
Résumé

Rules in the field of public health shall be intended a set of mandatory rules, standards and criteria, established on specific components of the public health field, under the regulatory competence of the Ministry of Health. Constitutes a contravention and is sanctioned with a fine for legal persons, hiring and/or maintaining in units that carry out production and marketing of food products, public and collective food, services and production of drinking water, as well as personal maintenance services for personnel without the professional training certificate regarding the acquisition of the fundamental notions of hygiene, according to the legal regulations in in force. The following acts committed by legal entities constitute contraventions and are sanctioned with a fine: (a) failure by water producers and distributors in the public system to draw up the operating regulations related to central water supply facilities for human consumption, as well as non-compliance with the sanitary provisions established by this regulation; (b) failure to ensure the maintenance of cleanliness throughout the territory of plants/stations producing water for human consumption, both in the buildings with different installations and on the land in the sanitary protection zone; (c) failure to remedy technical deficiencies and failure to maintain the sanitation of storage tanks, hydrants, pumping stations, chlorination and distribution networks in the units of production or distribution of water for human consumption, including from the interiors of buildings of public interest; (d) failure to notify the territorial public health authority about breakdowns in plants or water production stations for human consumption or about interventions at the level of distribution networks of water, the stoppage or intermittent distribution of water in the network, as well as not informing the population about the water supply schedule; (e) non-performance by drinking water producers/distributors of control monitoring or performance of control monitoring by laboratories not registered with the Ministry of Health for official control of the quality of drinking water; (f) failure to ensure the financing of audit monitoring of the quality of drinking water by the producers/distributors of drinking water; (g) failure to ensure compliance with the quality parameters of drinking water; (h) failure by the producers/distributors of water to granting the derogation provided for by the legislation in force one or more chemical parameters; (i) failure to provide the population with adequate water from the point of view of the quality conditions provided for in the specific legislation in force at the workplace by the employer, in temporary collectives by the organizer or in case of natural calamities, disasters and accidents by local public authorities in collaboration with water operators; (j) putting into public consumption as water for human consumption water that does not correspond to the potability conditions provided for in the legal regulations in force; (k) making connections and communications of water distribution networks for human consumption with any other non-potable water distribution networks; (l) failure to ensure adequate operation and functioning of surface water treatment technologies for water supplied for human consumption; (m) failure to comply with the measures imposed by the legal provisions in force regarding the protection of water sources used for water production for human consumption, water plants, storage tanks, pumping stations, disinfection and distribution networks; (n) the absence of disinfectant at the entrance to the distribution network or at the network ends of public water supply systems if the water used as a source is surface water or groundwater that requires disinfection; (o) not visibly marking water sources and networks that do not meet the quality standards of water for human consumption within the premises of any kind of units and public places; and (p) failure to monitor the sources that provide drinking water in the rural environment exploited in the local system by taking water samples and laboratory analyzes at the interval decided by the district public health authority.
