This decision means that for all human agglomerations with a number greater than 10,000 equivalent inhabitants, the necessary infrastructure in the field of waste water treatment must be ensured, which allows the advanced treatment of urban waste water. Domestic wastewater shall be intended wastewater from households and services, which usually results from human metabolism and household activities. Industrial waste water shall be intended any kind of waste water that is discharged from premises where industrial and/or commercial activities are carried out, other than domestic waste water and meteoric water. New sewage treatment plants shall be intended sewage treatment plants designed, built and put into operation after the entry into force of this decision. The design, construction and maintenance of sewerage networks is carried out in accordance with the most advanced technical knowledge in the field, without incurring excessive costs in terms of: (a) the volume and characteristics of urban wastewater; (b) prevention of losses; and (c) limitation of pollution of natural receptors determined by unusual hydrometeorological phenomena. Compliance with the provisions of these technical regulations does not exclude the obligation to obtain legal approvals and authorizations in the field of water and environmental protection. The discharge points for urban waste water are chosen considering the maximum reduction of the effects on the receiver. Purified wastewater will be reused whenever this is possible, with the approval of the competent authorities, depending on the origin and the field of use.
