They apply to harbour areas in Great Britain and to those parts of harbour areas which are within the territorial waters adjacent to Great Britain. The Regulations define powers of harbour masters and specify obligations for vessels that carry dangerous goods and wish to enter a harbour. The Regulations apply to nuclear substances but do not apply to goods meeting the definition of dangerous goods solely by virtue of being marine pollutants.
