Articles 1 to 23 of Directive 67/548/EEC, relating to the classification, packaging and labelling of dangerous substances, are replaced by the provisions laid down in the present Directive. The purpose of this Directive is to approximate the laws, regulations and administrative provisions of the Member States on: (a) the notification of substances; (b) the exchange of information on notified substances; (c) the assessment of the potential risk to man and the environment of notified substances; (d) the classification, packaging and labelling of substances dangerous to man or the environment, where such substances are placed on the market in the Member States. Article 3 deals with testing and assessment of the properties of substances. Article 4 concerns classification of dangerous substances. Articles 22 and 23 regard packaging and labelling respectively. In accordance with the free movement clause contained in article 30, Member States may not prohibit, restrict or impede the placing on the market of substances which comply with the requirements of this Directive, on grounds relating to notification, classification, packaging or labelling within the meaning of this Directive. On the other side, article 31 establishes a safeguard clause to be applied whenever Member States have justifiable reasons to consider that a substance, which has been accepted as satisfying the requirements of the Directive, nevertheless constitutes a danger for man or the environment. Further provisions regard exchange of information and submission of reports (art. 32).
