The Act requires seed to be controlled and approved by the Agricultural Officer and prohibits the removal of non–approved seed from a seed factory or the sowing or distributing of seed not approved for planting by the Agricultural Officer. Non-approved seed may be exported or used, after heat treatment, for meal or for oil. The Agricultural Officer, on the request of a person who cannot otherwise obtain cottonseed for planting, may obtain a supply of cottonseed fit for planting on terms specified in this Act.
