The CODA shall encourage cotton farming and sowing in suitable selected areas and in the proper seasons; it shall ensure the farmers' profitability, and the use of certified seeds; it shall endorse research and training and education in the field of cotton farming and producing; it shall encourage the marketing, trade, export and industrial processing of cotton; it shall assist and incentive all activities related to cotton production and industry and shall promulgate and enhance laws and regulations concerning cotton farming, producing and trading.
