Again, by Statutory Instrument, the Minister may order the uprooting and destruction of cotton plants older than four months. If a cotton grower fails to comply with the order, the Director of Agriculture may cause the cotton plants to be destroyed. An Order may also be provoked by recommendations passed in a meeting scheduled in accordance with regulation 8. The Director of Agriculture or a person authorized by him shall have access to land upon which cotton is grown for purposes of searching for pests or inspection.
