It provides rules for composition and appointment of members and determines the powers and duties of the Board. Notably, the Cotton Board may cooperate with other state, regional, national, and international organizations in research concerning, education on, and promotion of cotton. The Chapter also establishes a special nonreverting fund known as the Virginia Cotton Fund. Moneys in the Fund shall be used solely for the purpose of carrying out the provisions of this Chapter. The Chapter also provides rules for the administration of a referendum on the continuation of the Cotton Board and the payment of an assessment on cotton.
