Résumé

These Regulations are made by the Deputy Prime Minister to counter the spread of COVID-19. It provides that every citizen shall take steps to prevent the spread of the pandemic. The Regulations provide extensively for the medical examination, treatment, isolation and quarantine of persons. As measures to curtail the spread of the disease, the Regulations provide that a geographical area shall be sealed off, entry and exit into the given area may be banned, schools, offices shall be closed and public gatherings banned, among other measures. Essentially, it provides that in the circumstances, internal and cross-border travel for essentials are not prohibited, and that there are no restrictions on transportation of food, goods and cargo inside and outside the country. The Minister responsible for commerce shall prescribe essential industries which may continue to operate during the National emergency. There are extensive provisions on price control, unfair pricing, unfair business practices, supply of goods, etc, all geared towards the protection of consumers. There is also a prohibition on the sale of alcohol.
