These Regulations are made by the Commissioner for Agriculture of the State to provide details for the inspection of trade cattle entering Enugu State by qualified officials including health and veterinary officers, and to provide penalties of fines and prison terms for defaulters. The Regulations provide that a person in charge of trade cattle entering the State shall drive them to a nearby inspection area or control post where a movement/loading permit is to be issued upon a satisfactory inspection of the cattle by a veterinary officer. The Regulations place a duty on the person moving cattle to report the illness, death or slaughter of any of the cattle during transit to the inspection station or control post.
