They are aimed at the prevention of major accidents that involve dangerous substances, ensuring high levels of protection for human health and the environment. Regulation 4 specifies the establishments to which these provisions apply and those which are excluded from the application scope. As a general principle, every operator of establishments concerned shall take all measures necessary to prevent major accidents and limit their consequences to persons and the environment. Further provisions regulate inspection and controls, duty to report of operators and emergency plans.
