The goal of these standards and rules is to prevent pollution and protect the public health and safety and the environment by regulating the use, treatment and handling of all hazardous substances imported or introduced for use in the Territory. “Hazardous material” means the materials regulated by the U.S. Department of Transportation that require special handling and controls; "hazardous waste" refers to solid waste which poses a present or potential hazard to human health or the environment when improperly treated, stored, transported or disposed or otherwise managed.
