The Director of Agriculture may, with the concurrence of the Director of the Department of Parks, establish and enforce rules for economic use of the Reserves. These Rules shall be consistent with the objectives of wise use of the soil, water, plants and animals of the Reserves. Article 4 also contains a provision that prohibits the lighting of fires that cause harm to plant or animal life on government land or lands of other owners.
