Résumé

This Conservation and Management Measure of the North Pacific Fisheries Commission concerns measures to combat illegal, unreported and unregulated (IUU) fishing activities. It refers to the International Plan of Action to prevent, deter and eliminate illegal, unreported and unregulated fishing (IPOA-IUU), which stipulates that the identification of the vessels carrying out IUU fishing activities should follow agreed procedures and be applied in an equitable, transparent and non-discriminatory way. The CMM sets out the criteria and procedures for the identification by the Commission of those vessels which have engaged in fishing activities for species covered by the Convention within the Convention Area in a manner, and which have undermined the effectiveness of the Convention and the NPFC measures in force, and requires the Commission to establish, and, as necessary, amend subsequently, a list of such vessels (the IUU Vessel List). The CMM also sets out obligations of Members/CNCPs with respect to listing of vessels, and in particular, sets out measures that should be taken in respect of listed vessels. These measures include, among other things, prohibition of port entry for vessels on the IUU Vessel List and commercial transactions, imports, landings and/or transshipment of species covered by the Convention from vessels on the IUU Vessel List.
