An application to provide a water facility or sanitation facility in a rural community and small town shall be made in accordance with these Regulations to the District Assembly. A District Assembly shall establish a Water and Sanitation Management Team to manage a water or sanitation facility for the benefit of a community. A person responsible for the provision of a water facility or sanitation facility in a given community shall provide that service in accordance with specified national policies. The Regulations set out basic requirements for a community water facility including drilling and siting of boreholes. An operator shall, pursuant to the directions of the Management Team, develop a water safety plan to ensure the safety of the water supplied. The Standard Authority shall establish a baseline water quality testing parameter to be used by an operator of a water facility. The Regulations also provide with respect to water quality testing, water charges, and maintenance of systems.
