Résumé

This Community-Based Disaster Risk Reduction Framework is a nationwide sectoral document that outlines the standard process that will be followed across the country in order to achieve effective, efficient and sustainable programs at the community level that would reduce local vulnerabilities and empower the communities to take responsibility for their own well-being, in other words it aims at reducing vulnerabilities and strengthen people’s capacities to cope with hazards. Strategies for putting in place the CBDRR are (i) institutionalize the implementation of risk reduction activities at the national level in order to ensure sustainability; (ii) mainstream disaster risk reduction into local development planning process; (iii) strengthening the key elements that enable a conducive environment for large scale CBDRR activities; and (iv) strengthening financial resources and budgetary allocation specifically for CBDRR at the local and national level.
