Résumé

This Act provides rules for internal and external trade in coffee and cocoa and provides for control on such trade. It establishes the Cocoa and Coffee Industry Board as a body corporate. The Board shall be responsible for securing the most favourable arrangements for the purchase, sale, handling, grading, exportation and marketing of cocoa and coffee for the benefit of the cocoa and coffee industry. The Board shall have extensive powers to regulate and control exportation of coffee and cocoa. It shall, among other things, grant permits for exportation of coffee or cocoa and allocate quotas of cocoa or coffee that may be exported during any period by licensed exporters. A permit or a licence to export cocoa or coffee granted by the Board does not authorise the exportation of cocoa or coffee that does not meet a standard of quality prescribed by the Board for export. Except as provided in this Act no person other than the Board or a registered producer shall sell cocoa or coffee locally and no producer shall sell cocoa or coffee, except cocoa or coffee that is the produce of lands owned or occupied by him or her.
