The Circular specifies the objectives, the sources of capital and technical requirements for such works. The priority are pumping stations, reservoirs and spillway dams in regions that lack water and canal systems in areas with a surface of great capacity to absorb water, canals through poor and "unstable" lands, outlying areas, midlands, and mountainous areas with complicated terrain.
