This Circular enters into force on 22 August 2017.

Résumé

This Circular, consisting of 9 articles, provides detailed guidance on investment areas, contents of project proposals, feasibility study reports and contracts for projects on Public Private Partnership for investment in agriculture and rural areas (“PPP projects”). This Circular applies to competent authorities, investors, project management enterprise and organizations and individuals related to the execution of PPP projects. The People's Committees of provinces shall take charge of state administration related to PPP for investment in agriculture and rural areas as prescribed in Article 70 of Decree No. 15/2015/ND-CP and other regulations.
