Exceptions are made in case of emergency. The President may establish ports of entry by Regulations in addition to those listed in section 202. All vessels and aircraft entering and departing a port of entry shall be subject to immigration inspection, customs inspections, agricultural inspections and quarantines, and other administrative inspections authorized by law.
