Section 101 prohibits the use of explosives, poison, chemicals, and "other substances" for catching or killing of marine life. The provisions of section 101 shall not apply if the district administrator has granted permission to use the means prohibited or he has determined that use of these methods serves the purpose of avoiding waste of marine life and are not harmful or hazardous to health and human life (sect. 102). Local methods such as the use of roots, nuts or plants are declared to be exceptions on the provisions of section 101 and 102. Section 105 restricts the taking of hawksbill and sea turtles.
