It provides that the provisions of this Code are enacted in the exercise of the power of the state for the purposes of promoting and protecting the agricultural industry of the state and for the protection of the public health, safety, and welfare. It also regulates the legal effect of the enactment of the Code, the basic authority of public officers to enforce the provisions of the Code, consequences of a violation of the provisions of the Code, the authority of government agencies to adopt regulations under the Code, and rules for interpretation of the provisions of the Code. In addition, the Code provides for specific sectors which shall be considered as branches of the agricultural industry, among others, including certain types of production of trees, commercial production of aquatic life, and vermiculture.
