Résumé These Regulations comprising 43 articles and 1 Annex, aim to clarify and strengthen the consumer protection framework, outlining key provisions that impact various aspects of commerce. The Ministry of Economy, in coordination with the concerned bodies, shall protect the consumer by (i) developing programs and plans to protect the consumer; (ii) taking into consideration and studying any proposals concerning consumer protection; (iii) developing the public awareness with regard the consumer protection (art.2). Among others, the Resolution regulates the following issues (i) explanatory data placed on product boxes or packaging; (ii) explanatory data on how to use the product to ensure that consumers have access to crucial details before making a purchase; (iii) advertisement on the prices of goods or services; (iv) invoices are also subject to detailed specifications, further enhancing transparency and accountability in commercial dealings; (v) clear indications on new and used goods, and suppliers in these categories are required to adhere to specific standards, safeguarding consumers from subpar or potentially unsafe products; (vi) misleading advertisements; (vii) cases of emergency; (viii) warranties and obligations of the provider to implement the warranties; (ix) rules regarding the spare parts; (x) goods defects and related obligations of the provider; (x) after-sales services, manufacturers and suppliers are required to ensure that consumers have access to spare parts for repairs and maintenance; (xi) monopolies; (xii) consumer complains; (xiii) specific requirements on e-commerce providers to ensure that consumers are well-informed about goods and services offered online.
