More specifically, it provides for powers and duties of the Department of Agriculture and Consumer Services of Florida for the eradication; entry of premises, eradication activities, and inspections; reports by persons growing cotton; quarantine, and regulation of articles within eradication zone; regulation of collection, transportation, distribution, and movement of cotton; authority to designate eradication zones, prohibit planting of cotton, and require participation in eradication programs; authority to regulate pasturage, entry, and honeybee colonies in eradication zones and other areas; eligibility for certification of cotton growers’ organization; certification of cotton growers’ organization; referendum on levying an assessment; assessments; liens if the assessments are not paid; mandamus or injunction; and penalty for violation of the provisions of the Part.
