They also make provision with respect to duties of licensees relative to reporting and recording, fish health management and protection of the aquatic environment. The Permanent Secretary must maintain at the Ministry a register of all licences issued and all persons engaged in aquaculture in Namibia and Namibian waters who are exempted by the Minister under section 45 from all or part of provisions of the Act. Regulations concerning aquatic organisms health management shall be in conformity with specified internationally accepted standards. The Minister shall publish a list of drugs, antibiotics and chemicals that may not be used. The Minister may establish zones in Namibian waters for the control of diseases affecting fish. Environmental obligations of licensees include control of aquatic organisms and control of discharges from aquaculture facilities.
