Résumé

This Law regulates the breeding and keeping, reproduction and feeding, conservation of genetic resources of farm animal species, as well as the conservation of zoopastoral heritage, with the aim of achieving the following objectives: (a) breeding and genetic improvement of animal populations and other species of zootechnical interest; (b) conservation of the genetic background of native species and maintenance of the genetic diversity of animal populations and other species of zootechnical interest; (c) observance of the norms of environmental protection, public health and of the sanitary- veterinary norms in force; (d) improvement of the quality of the products of animal origin, the profitability and the competitiveness on the market of the traded production; (e) guaranteeing a higher level of feed quality to ensure the optimal conversion of nutrient resources into products of animal origin; and (f) ensuring conformity with international standards. The provisions of this Law shall be applicable to breeders of farm animals of the following species: cattle, buffaloes, sheep, goats, equine-animals, pigs, rabbits, fur bearing animals, canids, cats, as well as breeders of poultry, fish and silkworms. Breeding and keeping animals shall be intended activity carried out by animal breeders or other species of zootechnical interest, regardless of their legal status, for the purpose of obtaining products of animal origin performed in animal farms registered in the National Register of farms. Breeders of animals of zootechnical interest have the obligation to comply with the provisions of European Union and national legislation on animal feeding and with the provisions on animal health and veterinary protection and animal welfare rules. Animal husbandry is a priority activity in the animal husbandry development strategy, which is carried out through purebred breeding and hybridization and cross-breeding. Purebred breeding shall be carried out on the basis of herd-books and breeding programs drawn up in accordance with the legislation in force by breeding companies recognized by the competent authority of the State in the field of animal husbandry. Purebred breeding is intended to maintain the purity of the breed and to improve the breed in successive generations, in accordance with the objectives in line with the breeding programs, improvement, to achieve genetic progress. The main purpose of the animal breeding process shall be the rational use of genetically enhanced breeding material for the purpose of resuming production cycles and transmitting genetic progress rapidly and efficiently. Biological material from pure-bred breeding animals shall be collected, processed and stored, where appropriate, in a semen collection or storage center by a collection or production team. Collection centers and semen storage centers as well as embryo collection or production centers shall be zootechnically authorized by the competent authority. Embryo transfer biotechnology and experimental genetic manipulation shall be the responsibility of specialized scientific research and higher education institutes and shall be applied in practice by embryo transfer centers authorized by the competent authority of the State in the field of zootechnics in accordance with working procedures. The competent authority of the State in zootechnics shall carry out official controls and inspections to ensure the verification of the conformity of zootechnical activities with this Law and other subsequent legislative acts.
