It designates the Guyana Livestock Development Authority for purposes of implementing provisions of this Act and defined functions of the Authority. The primary responsibility for the administration of this Act lies with the Minister. There shall be established a National Advisory Committee on Animal Health and a National Committee on Aquatic Animal Health Management. The committees established in this section shall advise and provide assistance to the Authority in their respective fields of competence. Specific provision is made with respect to aquatic animals (which includes also fish originating from aquaculture facilities or removed from the wild, for farming purposes). The Authority shall develop a list of national pathogens based on risk analysis. Specific mention is made of OIE standards and participation. If an authorised officer has reasonable grounds for believing that an owner or person in charge of an animal is failing to comply with this Act, including in relation to animal welfare, the authorised officer may serve an improvement notice on that owner or person in change. The Minister and the Authority may establish animal welfare standards.
