The Minister shall appoint a Director for veterinary services, who shall exercise powers and functions outlined in section 3, and inspectors. The Minister may prescribe measures for checking and handling the outbreak of livestock diseases. No person shall move any animal, animal feed, litter, animal waste into or from an infected area without permission of an Inspector (sects. 8 to 11). An Inspector shall declare a buffer zone between an infected and uninfected area and prescribe restrictions on the movement of animals and animal products into or from the buffer area. Duties to report diseases or death of an animal are defined in section 14 to 16. Establishment of quarantine areas, slaughtering of affected animals and the disposal of animal carcases are described in sections 17 to 19. Part IV prescribes measures for checking and controlling disease of animals other than livestock. Any person who deals with the import or export of fish, birds, reptiles, mammals and animals other than livestock shall register with the Director. Notification of disease outbreaks, quarantine and destruction and disposal of affected animals other than livestock are defined in sections 23 to 25. Powers of Inspectors are outlined in Part V. The Minister may order compensation to be paid to the owner of an animal slaughtered or destroyed as a consequence of a disease (Part VI). The Director shall establish a national epidemiological system for the control of diseases and together with the Minister declare Disease Free Zone areas. For the control of animal diseases the Inspector may put restriction on: milk, milk products, meat and meat products, importation; artificial insemination; use and sale of embryos; genetically modified organisms; bee keeping, etc. (Part VIII). The remaining part of the Act contains penal provisions and provisions of miscellaneous nature.
