The State Agency shall: (a) adopt Rules and Regulations necessary to carry out the Food Stamp Program which shall have the effect of law; (b) cooperate with the Federal Government and do all things necessary to continue the eligibility under the Food Stamp Program; and to carry out its duties in collaboration with the U.S. Department of Agriculture.
