Résumé This Resolution consisting of 21 articles aims at reorganizing the Administrative Control and Transparency Authority (ACTA) established by the Amiri Decree No.75 of 2011. Purpose of the Authority is to (i) contribute to achieving the highest indicators of integrity and transparency in the field of public service; and (ii) work to combat corruption in all its forms and forms. To achieve the goals the Authority undertakes, among others, the following tasks (i) work to implement the obligations resulting from its ratification of the United Nations Convention against Corruption; (ii) develop a national strategy to enhance integrity and transparency; (iii) research and study the causes of deficiencies in the administrative, technical and financial systems that impede the regular functioning of the bodies subject to the Authority’s control; (iv) propose means and procedures to enhance integrity and transparency in managing state property, proposing clear standards for transparency in bid procedures, and preparing an integrity charter for public employees, contractors and suppliers; (v) disseminate knowledge related to integrity and transparency, facilitate access by individuals to it; (vi) provide communication channels with the public, to receive their suggestions and complaints regarding corrupt and unfair behavior; (vii) cooperate with regional and international bodies, organizations and associations concerned with combating corruption, exchanging knowledge and participating in meetings; (viii) study what the media publish in terms of complaints or investigations dealing with aspects of negligence, deficiencies, mismanagement; (ix) propose the necessary legislation to prevent and combat corruption, taking into account the standards and requirements stipulated in the agreement, and to undertake periodic review of these legislations to develop them.
