Subject to the other provisions of this Act, the Minister may make an agreement with an administrator, being the Canadian Wheat Board or defined marketing and producer branch organizations, or with an administrator and a lender for the purposes of: (a) guaranteeing the repayment of advances that the administrator makes to eligible producers from money borrowed for the purpose of making the advances; (b) setting out the obligations of the administrator in relation to the advances and their repayment. Section 10 sets out Eligibility requirements for producers. Section 28 sets out the contents of price guarantee agreements. The Minister may, with the authorisation of the Governor in Council, (a) sell or deliver agricultural products to a government or government agency of any country under an agreement; (b) buy, sell or import agricultural products; (b) purchase, or negotiate contracts for the purchase of, agricultural products on behalf of a government or government agency of any country, etc. (sect. 31).
