The application for a permit shall be addressed to the Permanent Secretary of Agriculture. This Government officer shall consider granting permits having regard to factors such as grade and quality standards, prevention of the spread of diseases and the available supplies in Lesotho. Applicants may appeal against decisions of the Permanent Secretary with the Minister. Exporters shall maintain written records of exported goods.
