Résumé The Government of the Russian Federation and the Government of the Republic of Tatarstan have agreed as follows: 1) The Parties confirm that land, subsoil, water and natural resources situated on the territory of the Republic of Tatarstan belong to its people. The Parties recognize the presence on the territory of the Republic of Tatarstan federal, republican (belonging to the Republic of Tatarstan) and joint property that is formed by mutual agreement and on a voluntary basis. 2) The parties confirm the necessity of carrying out joint special all-round ecological programs. 3) Plots of land assigned to military units, military institutions and military academies remain exclusive property of the Republic of Tatarstan. 4) Each Party ensures the regime of free and duty-free transportation of goods, freight and commodities by means marine routes, fluvial routes, railroad and metalled roads. 5) The Parties recognize that the Republic of Tatarstan is entitled to control autonomously on its territory prospecting, extraction and trade of natural resources. 6) The Parties, proceeding from the principle of integrity and indivisibility of environment and maintaining the complete independence in decision-making in this sphere, shall co-ordinate arrangements for the prevention of ecological disasters and shall jointly elaborate all-round approach to the assessment of the state of environment and shall undertake measures for its protection and stabilization.
