The Act consists of 35 sections divided into 6 Chapters: General provisions (1); Oil (2); Noxious liquid substances (3); Sewage and garbage (4); Supplementary provisions (5); Entry into force (6). Section 3 concerns regulation making. The National Board of Navigation may restrict the passage in Finnish waters of a ship that may result in an imminent threat of water pollution due to atmospheric circumstances or the size of the ship (sect. 4). Section 5 provides for inspection of ships. Section 7 defines liability of polluters. Sections 10 and 11 further define the prohibition to discharge oil into waters. The Ministry of Environment shall be responsible for overall management in case of oil pollution incidents (sect. 12). Section 13 defines other oil combating authorities. Sections 14 to 17 prescribe rules regarding equipment required in ports for the combating of incidents. Other provisions of Chapter 2 concern measures to be taken in case of oil pollution incidents.
