Résumé

The purpose of this Act is to establish a resource recycling system for the efficient use of resources and contribute to environmental conservation and the sound growth of the national economy by placing restrictions on the use of hazardous substances, encouraging manufacturers to produce products readily recyclable, and facilitating the optimum recycling of wastes thereof to ensure that recycling of electrical and electronic equipment, as well as vehicles, can be promoted appropriately. The text – consisting of 46 articles – provides, amongst other things, for the following: responsibilities of state and local governments; responsibilities of business operators; submission of plan to recycle or collect; collection of recycling charges; establishment of mutual aid association; revocation of authorization; formation of business association; cancellation of registration; reporting; inspection; hearing; penalty provisions.
